Competitive Procurement for Demolition and Debris Removal

[size=2]This announcement is a competitive 8(a) only requirement to perform decommissioning of hazardous substances, demolition and debris removal operations within Orleans Parish Louisiana. SBA Louisiana District Office has restricted the 8(a) Competitive requirements to 8(a) firms that are located within its geographical boundaries. The Government intends to award multiple firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts not-to exceed $10,000,000 each. These contracts will be for a one year base and a one year option period. These requirements are solicited under NAICS code 238910 and defined as having average annual receipts of less than $13 million for the past 3 years. This requirement is processed under Service Contract Act (SCA); therefore, this construction NAICS code applies as a matter of conformance for applicable wage rates. Payment and performance bonds will be required based on the outstanding amount of the task orders and not on the total pooled amounts. Work shall include, but not limited to: demolition of single/multi-family homes, garages, framed buildings, storage sheds, fences, public buildings, performing decommissioning of hazardous substances, demolition, and removal of debris, transport to a designated disposal site and clean the site of surrounding debris. This does not include final disposition of such items as boats and cars. The contractor shall grade surface to acceptable levels after demolition. Woody debris will be kept segregated from construction/ demolition (C&D) debris as much as possible. Woody debris includes vegetative debris and clean woody C&D debris, (i.e., not pressure-treated wood or wood with significant painted surfaces). The contractor shall repair all roadways, sidewalks, utilities, drainage structures and other features not designated for demolition or removal, if damaged by Contractor operations and re-slope to original grade. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with FedTeDS before accessing the system. Registration instructions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the Register with FedTeDS hyperlink. Contractors registered with the Federal Technical Data Solutions (FedTeDS) may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: https://www.fedteds.gov/fedteds/start.ns f/frm.vendorlogin?openform&SolicitationNumber=W912P8-06-R-0138. You can also find the link to FedTeDS for this solicitation on the New Orleans District web site at http://www.mvn.usace.army.mil. Click on Contracts and then Procurement Opportunities. Click on t he solicitation number and it will send you to FedTeDS. Type in your username and password. A page will come up and you Accept. The next page will say Solicitation Information, click on file name and begin downloading. Do not click on the paperclip, click on the blue informational line. It may take some time to download the files. Zip files containing .cal drawing files should be downloaded and extracted together in a single directory. You will need the adobe acrobat reader for .pdf files (www.adobe.com) and the maxview reader (www.maxview.com) for .cal files in order to open most files posted by the New Orleans District. You are advised that FedTeDS currently does not have a Plan Holders List capability. However, you are encouraged, for marketing purposes, to register as an Interested Vendor in FedBizOps (www.fbo.gov). This can be done by clicking on the solicitation title and clicking on the button that says Register as an Interested Vendor and entering your business information. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administrations Subnet, at http://web.sba.gov/subnet.
