Contract for Technical Services related to Non‐Radiological Post‐Closure Activities including demotion at the Vermont Yankee Nuclear Power Station (VYNPS)

The State of Vermont, Agency of Natural Resources, Department of Environmental Conservation (DEC),
requests written proposals and qualifications from consultants to provide scientific, engineering, and other
technical and financial services to support DEC’s oversight of non‐radiological post‐closure investigation,
demolition, site restoration, and environmental monitoring at the Vermont Yankee Nuclear Power Station
(VYNPS) in Vernon, Vermont.
The VYNPS is proposed to be purchased by NorthStar Decommissioning Holdings, LLC (“NorthStar”) for the
purposes of completing nuclear decommissioning and site restoration: the sale and transfer to NorthStar is
currently anticipated for late December 2018. The State of Vermont, including DEC, has oversight of the nonradiological
site investigation, remediation, and restoration activities proposed at the VYNPS, and of nonradiological
contamination and wastes generated during the decommissioning and site restoration processes.
This includes the authority to ensure that these activities achieve specific standards and timeframes, and the
authority to require monitoring of environmental conditions and ongoing maintenance of remedial systems.
The DEC requests formal written proposals and qualifications from consultants to provide technical expertise
and assistance to DEC in the oversight of the aforementioned post‐closure activities proposed for the VYNPS.
DEC seeks the following general services listed below, as needed (see SCOPE OF WORK below for a complete
description of the services being sought):
 Provide technical expertise regarding the management of large and complex sites, including remedy
design and implementation, large‐scale demolition activities, related engineering and risk management
principles, and management and disposition of radiological and mixed wastes. Knowledge of the
decommissioning process and/or investigation and remediation of nuclear power plant or reactor sites
(including management and disposition of radiologically‐contaminated wastes) or other large‐scale
energy production facility sites is a plus, but not a required component of this RFP.
 Provide financial expertise in the review of work plan cost estimates and expenditures for work
conducted by NorthStar or their contractors to complete non‐radiological site work, and, if needed, to
inspect the financial records of NorthStar and affiliates. As needed, provide an analysis of funds
expended as compared to funds dedicated to the VY non‐radiological site work and provide
recommendations as to the sufficiency of funds to complete the site work.
 Provide technical support in any DEC oversight of activities performed to characterize, abate, and
dispose of PCB‐containing, lead‐containing and asbestos‐containing materials and wastes.
 Provide technical support in any DEC oversight of activities performed to investigate and mitigate
groundwater contaminated with tritium or other radionuclides occurring at the VYNPS and/or
migrating off‐site.
 Provide technical support in DEC’s on‐site oversight of post‐closure work at the VYNPS, including
oversight of major construction, demolition, and non‐radiological site investigation and remediation
activities.
 Provide technical support in the review and evaluation of non‐radiological site investigation, waste
characterization, corrective action and other plans and documents, including performing independent
sampling and analysis of contaminant levels in environmental media and other materials.
 Provision of miscellaneous consultant services. The DEC may, from time to time, require
contractor/consultant services not specified in the work descriptions above (e.g. additional technical
services related to non‐radiological post‐closure activities, expert testimony, report preparation on

special topics). The contractor shall be available for performing these miscellaneous services.
General Specifications
The DEC is requesting proposals for the provision of scientific, engineering, and financial review services to
support DEC’s oversight of non‐radiological post‐closure activities at the Vermont Yankee Nuclear Power
Station in Vernon, Vermont (VYNPS). See SCOPE OF WORK below for a complete description of the services
being sought. The VYNPS is proposed to be purchased by NorthStar for the purposes of completing nuclear
decommissioning and site restoration (hereafter referred to as “the project”). Post‐closure activities at the
VYNPS are anticipated to occur imminently after the transaction closing (currently anticipated for December
31, 2018). Based on current information and proposed project timelines, the DEC anticipates a high volume of
major construction and other activities to be performed within the first few years of the project. Depending
on the scope and timing of activities to be performed throughout the project, DEC anticipates that the
contractor services specified in this RFP will be necessary due to the specialized subject matter expertise
required, high volume of major site work being conducted, and/or limited state resources available to
complete DEC’s oversight functions.
