[font=Verdana]The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the [/font][font=Verdana]National[/font][font=Verdana] [/font][font=Verdana]Business[/font][font=Verdana] [/font][font=Verdana]Center[/font][font=Verdana]. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in PDF format. Specifications and Drawings will be available only on CD ROM by request to the listed Contracting Office. All requests for Specifications and Drawings must be in writing. A non-refundable fee for these project documents is $250.00 per CD ROM package, in the form of a cashier's check, certified check, or money order made payable to the National Park Service, including Solicitation Number. All requests must include: Contact Name, Firm Name, Street Address, and Phone Number. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. " Proposed Issue Date: On or about March 20, 2006 " Title of Project: Yosemite Lodge Redevelopment Project - Phase 1 " Description: Summary: The Lodge project area is approximately 46 acres in size, located west of the existing "Humpback" Bridge and south of Camp 4. The main components of the project include removal of existing buildings and parking lots, New Northside Drive, five guest buildings, a bike rental building, a service court and 2 service buildings, a centralized guest parking lot, an overnight bus parking lot, a transit shelter, a major pedestrian promenade linking the Lodge to Lower Yosemite Falls, and various visitor amenities such as trails and outdoor seating areas. " Site: The infrastructure improvements for the project include grading and drainage, water distribution facilities, sewer collection facilities, propane distribution facilities, high voltage power distribution facilities, roadways, and parking lots to support the existing and proposed functions of the site. " Demolition: Approximately 103,000 square feet of wood frame buildings is to be demolished. The project also includes abatement of hazardous materials in the existing buildings to be demolished. " Utilities Existing: Several existing utility mains and services are to be abandoned. Existing electrical and telecom services to existing buildings to be demolished are removed. Two existing pad mounted high voltage transformers, switchboard and related electrical equipment or components are also to be removed. Two existing subsurface high voltage transformers and switchboards are to be disconnected. The removal of the subsurface transformers and switchboards will be the responsibility of the National Park Service (NPS). " Utilities New: New utilities include water, propane and sewer lines; storm drainage system with storm drains, culverts and trench drains; two new pad-mounted transformers and high voltage power distribution lines; two new distribution switchboards; and new underground site conduits for the distribution of telephone, data, fire alarm and television services. A new propane tank facility, providing supply from two 9,200-gallon tanks, is located on the far western end of the project site. A temporary sewage lift station is required to serve the new Housekeeping and Maintenance buildings prior to removal of existing employee housing. " Retaining Walls: Boulder embankments are located throughout the site, while retaining walls occur in the service yard. " Roadway and Parking: Three new roadways are included in this project. The New Northside Drive, a two-lane road, begins at the Humpback Bridge and connects with Old Northside Drive at the west end of Camp 4. Camp 4 Road is a two-lane road linking the new Northside Drive and Camp 4. Granite Lane is a narrow roadway providing access to the drop-offs beyond the guest parking lot. The east end of the Old Northside Drive is to be demolished. The remaining segment of the existing roadway between Lower Yosemite Fall and the New Northside Drive becomes a multi-use trail. Parking to be constructed includes a centralized guest lot with 288 parking spaces, overnight bus parking for 15 buses, maintenance and employee parking, and a limited number of short-term parking spaces at the Registration area and the Drop-offs near the guest buildings. The major parking lots have oil/water separators that treat runoff prior to discharge. " Landscape Improvements: New pedestrian paving includes the promenade, multi-use trails and pedestrian paths. Most of the pedestrian paving is required to support emergency and/or maintenance vehicle use. Site furnishings include wood benches, log benches, boulders, log rounds, and bike racks. Barrier treatments, such as concrete wheel stops, low split rail fences, sign posts and log barriers, occur throughout the project site. " Miscellaneous: Site signage includes traffic regulatory signs, NPS way finding and information signs, and the Lodge entry sign. Site lighting is limited to the parking lots, vehicular and pedestrian intersections and the promenade. Fixture types include cut-off parking lot lights, roadway lights, pedestrian lights and bollard lights " Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability equal to its price. Award will be made to the offeror whose proposal offers the best value to the Government. " Estimated price range, more than $10,000,000. " Time for completion, 810 calendar days. " Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. " All responsible sources may submit an offer that will be considered.[/font]
