On or about 16 October 2006, the US Army Engineer District, Alaska will issue an Invitation for Bid for the Whole Neighborhood Revitalization Birch Hill/Moose Haven at Fort Richardson, Alaska. Bidders are advised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all bid preparation costs will be borne by the bidder. Description of Work: This project is the Whole Neighborhood Revitalization Birch Hill/Moose Haven at Fort Richardson, Anchorage, AK. This project provides for whole neighborhood revitalization of 86 enlisted and officer family quarters consisting of 71 junior noncommissioned officer (JNCO) units (47 two-bedroom), 7 field grade officer (FGO) units (3 three-bedroom and 4 four-bedroom), and 8 senior officer (SO) four-bedroom units constructed in 1959 and 1960 in the Birch Hill (15 units) and Moose Haven (71 unit s) neighborhoods. This project includes demolition of 24 units in Moose Haven to connect a trail system and reduce neighborhood density. The project includes: upgrading kitchens; adding family rooms where needed; replacing windows and doors where appropriate; upgrade of electrical system; fire, health and life safety upgrades; and some possible asbestos abatement. Exterior work includes: installing privacy fencing; and repairing some roofs. Supporting facilities work includes: resurfacing roads, repairing sidewalks and paths; replacing street lighting; upgrading storm drainage system; placing overhead utilities underground and upgrade existing underground utility runs. Solicitation is an 8(a) Competitive restricted to Region 9 and Region 10. Contractors shall have experience working in remote areas and arctic regions. Contractors shall comply with DFARS 252.222-7000 Restrictions on Employment of Personnel (MAR 2000). The Davis Bacon Act applies to this solicitation. NAICS code for this project is 2 36116, Size Standard is $31.0 M. The proposed acquisition will result in a fixed-price contract. The estimated design and construction cost for this project is between $10,000,000 and $25,000,000. All contractors are advised that they must be registered in CCR and ORCA (http://orca.bpn.gov). Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors begin this process when they prepare their proposal in order to ensure this registration is in place should they be s elected for the award. Lack of registration in the CCR database will make a bidder ineligible for award. (Reference DFAR 252.204-7004, Required Central Contractor Registration).
