[FONT=Verdana]The Veterans Integrated Service Network #20 (VISN20) Logistics Office (653/Bldg. #3/ Rm. A305), located at 913 NW Garden Valley Blvd, Roseburg, OR 97470-6523 is soliciting for a HubZone Set-aside for the T3 & T12 Demolition project. Contractor shall deconstruct and demolish buildings T3 and T12 and completely prepare site as indicated. Work to include complete removal of the indicated buildings and foundations and capping of site utilities. Asbestos abatement and other hazardous material handling will be required as well as special lead paint handling procedures. The demolition of the building shall be carried out in a way as to salvage most of the material for reuse and recycling for the Roseburg VA Healthcare System located at 913 NW Garden Valley Blvd., Roseburg, OR 97470-6523 and as indicated in drawings and specifications for project 653-06-128. The NAICS code for this project is 238910 Size Standard $13.0 million dollars with a Firm Fixed Price contract being anticipated. The solicitation will be issued on/about August 14, 2006, with a proposal response expected to be September 5, 2006. The estimated project dollar amount is between $25,000.00 to $100,000.00. Any amendments to this solicitation will be available at the URL address and offerors are advised that they are responsible for obtaining amendments at the FedBizOpp website. The Government will award a contract resulting from this solicitation to the responsible offeror, whose offer conforming to the solicitation; will be most advantageous to the Government, price and other factors considered. Contractor shall submit two packages for evaluation by the response date of this solicitation request. The first submission shall be the Technical Package that will answer directly the Criteria listed below and the second package shall be the Pricing Package. Both packages will be evaluated and a total score will be given. The following factors shall be used to evaluate offers: Past Performance,,Personnel/Equipment, Price. Past performance and Personnel/Equipment when combined are significantly less than Price. The Government will determine the merits of each offer on the basis of (1) its acceptability, and (2) its price reasonableness.
