The existing Airport Traffic Control Tower (ATCT) at the LaGuardia Airport, Flushing, NY is to be selectively demolished to reduce the ATCT in height and then converted into a Storage structure. LaGuardia Airport is owned and operated by the Port Authority of New York and New Jersey. The project consists of selectively de-constructing an existing 136-foot concrete Airport Traffic Control Tower (ATCT) from the top of the ATCT to the 4th floor ceiling. This includes removing the existing ASDE-3, Penthouse, cab of the ATCT and the concrete structure itself. Also included is Asbestos Abatement, PCB light ballast recycling, lead sheathed copper cable recycling, and exit sign disposal. Upon completion of demolition, the fourth floor roof will be reconstructed with the addition of a parapet, new roofing membrane, and new elevator shaft enclosure. Additionally there will be new HVAC units, a new Fire Alarm System, a new Sprinkler system and a new elevator room constructed within the building as per the contract drawings. The site is constrained by American Airlines aircraft, passenger gates and Concourse D of the Central Terminal Building. Concourse D is a finger of the Central Terminal Building where American Airlines loads and unloads passengers into waiting aircraft. The lower portion of the existing ATCT is an integral part of the Concourse D structure and must remain intact. Exterior scaffolding with screening and debris netting will be required to be installed around the structure which will be supported on a temporary work platform that will be supported by the structure itself. The scaffolding cannot extend down to ground level, except in one location for the stairs and hoist, due to the proximity of the American Airlines Aircraft gates. The Airport and American Airlines will remain operational throughout the entire demolition contract. All work inside of the ATCT shall be performed during normal working hours of 7:00AM - 4:30PM. All ATCT exterior wall structural demolition work (all work which requires the removal of concrete pieces, rubble etc.) will be performed during overnight hours of 10:00PM - 4:00AM. These overnight hours will be the only time the work can occur which will impact the operation of American Airlines gates. All debris must be removed from the facility during the over night hours only. Debris cannot be carried through the terminal or concourse areas. Debris must be trucked off site via the PANYNJ Guard Post gate specified for the project. The existing site location results in very limited site access. It is on the secure side of the Airport. This results in very strict security and escorting requirements for all Contractor personnel. No staging area or storage of material is available on site. No Contractor equipment may remain in the gate areas during the hours of 4:00AM - 10:00PM. All Contractor Equipment must be brought into the Aircraft Gate area on a daily basis.
