The Seattle District Corps of Engineers has a competitive requirement to Replace Family Housing, Phase 7A at Malmstrom Air Force Base, Montana. Project consists of the demolition of existing duplex houses and the construction of 46 new duplex housing unit s. Demolition will include abatement of hazardous materials. New construction will include work on expanding and replacing existing utility infrastructure as well as roadway improvements and replacements. Project will include site utilities, landscaping , and miscellaneous site development work. Other trades include concrete foundation, rough and finish carpentry, gypsum wallboard, interior painting, steel siding, composition roof, blanket and rigid building insulation, vinyl flooring, carpet, countertops, plumbing fixtures, and electrical wiring and lighting fixtures. Estimated dollar value is in the range of $10,000,000 to $25,000,000 and the completion period is estimated at 540 calendar days. The NAICS code for this project is 236115 with a small business size standard of $31M. This requirement will be a Best Value procurement conducted in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15. The solicitation will be a Request for Proposals (RFP), and a firm-fixed-pr ice contract will be negotiated as a result of this procurement. This project is open to BOTH large and small businesses. If you are a large business and your proposal will exceed $1 million, you will be required to submit a subcontracting plan with goal s for small business (SB), historically underutilized business zone (HUBZone), small disadvantaged business (SDB), woman-owned small business (WOSB), veteran-owned small business (VOSB), and service disabled veteran-owned small business (SDVOSB) concerns. For the purposes of this procurement, a concern is considered a small business if its average annual gross revenue, taken for the last 3 fiscal years, does not exceed $31 million.
