Pier Replacement Project, Tacoma, Washington

A market survey is being conducted to determine if there are adequate interested Contractors in the regional area of Tacoma, Washington with Heavy Construction Capability in Marine Environments for a Pier Replacement Project. Large and Small businesses are encouraged to respond. Those registered in SBA and Small Business contractors that meet specific criteria for a competitive set-aside award including 8A, HUBZONE and Small Disadvantaged Veteran Owned Business should identify themselves as such. The project is located at U.S. Army Reserve Pier 23 in Commencement Bay, Tacoma, Washington and shall include demolition of the existing timber portion of the industrial pier, excavation and environmental remediation of near shore sediments in a partial area beneath the timber pier after demolition, and construction of a new, permanent reinforced concrete pier to replace the demolished timber portion. The pier to be replaced is approximately 52 ft wide x 650 ft long. The pier is expected to be constructed of reinforced concrete decking with precast, pre-stressed concrete pile foundations and will include power, communications and water utilities and infrastructure. Supporting facilities include minor land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided where required. Projects of similar scope would include marine foundation, pier and wharf construction or other heavy construction with similar complexity. This project is planned for advertising in early April, with award scheduled in May 2009. Contract duration is anticipated to be 500 calendar days, but it is noted that all in-water work (demolition and pile driving) is constrained to approximately August 15th to March 15th based on environmental concerns for migratory fish. 2007 NAICS Code is 237990. The estimated cost range is between $10,000,000 and $25,000,000 with an estimated value closer to $14,000,000.00. (20% of the work to be self-performed). All interested contractors including Small Business, HUBZONE, 8-A, or Service Disabled Veteran-Owned contractors should notify this office in writing by mail by 30 Jan 2009 at 2:00pm Eastern Standard Time. Responses should include: (1a) Company Name, business classification (large, small, etc.), address and POC, (1b) identification if applicable of the company as either a HUBZONE contractor, and 8-A Contractor, or a Service Disabled Veteran-Owned Business, (2) Past Experience describe completed projects that are similar in size and scope to the proposed project, the percentage of self-performed work, how that was accomplished, when the projects were completed or what level of completion has been achieved, and the owner of the project and (3) Capability of obtaining performance and payment bonds for the project in the dollar range listed above.
