The intent of the subject project shall include the following: 1. Internal Building Renovations-Building #2 a. Basement: Demolition work will include removal of existing 2'-6" thick brick/block separation wall. Interior renovation work includes new steel beam to span opening/support floor. b. Exit 5: Building addition work involves enclosing existing porch and relocating security station. Demolition work includes removal of existing concrete slab and its support brick arch/wood framing floor system; remove existing security area room finishes. Demolition work shall comply with GSA construction waste management requirements. New construction shall include floor finishes; new gypsum board, metal stud wall partitions; new suspended ceiling systems, doors, door frames, and door hardware; windows. Mechanical improvements shall include rework of existing supply and return air distribution system including grilles, diffusers and controls in new space. Electrical system improvements shall include rework of existing power distribution systems for new electrical requirements; new lighting systems; relocate existing security systems; new security systems; relocate existing security equipment. c. Exterior Renovations at Exit 5 involves removal of 2 slabs of sidewalk and existing handicap ramp. New work shall include new ramp exit; new concrete sidewalk connecting to new entry doors; new handrail at the handicap ramp. The estimated price range for this project is between $250,000.00 and $500,000.00. The North American Industrial Classification Systems (NAICS) code for this procurement is 236220 with a size standard of $33.5 million. The completion time for the base of this project is 150 calendar days. This procurement will be set aside for small business concerns in accordance with the Small Business Competitiveness Demonstration Program. This is negotiated, best value procurement. Proposals will be evaluated on past performance and price. The solicitation will be available on or about April 15, 2010 (actual date for receipt of proposals will be stated in the solicitation). A preproposal conference is tentatively scheduled for April 29, 2010 (actual information will be contained in the solicitation). The solicitation can only be obtained by accessing to a secure website known as the Federal Business Opportunities (FedBizOpps). This is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. In order to obtain information from FedBizOpps, you will first be required to register with the Central Contractors Registration (CCR) database. Once you register with CCR you will be required to register with FedBizOpps. You may access CCR at the following URL: Business Partner Network. No federal materials can be downloaded until you have registered under both sites. You may access FedBizOpps via the following URL: http://www.fbo.gov. At a minimum all vendors must supply the following information: copy of the firm's CCR Marketing Partner Identification Number (MPIN) (you can obtain this number from your firm's CCR Point of Contact), firm's DUNS Number or CAGE code (contact Duns & Bradstreet at 1-800-333-0505 if you do not have a DUNS Number); telephone number and firm's e-mail address of the person signing the offer. Effective January 1, 2005, in accordance with Federal Acquisition Regulations (FAR) all vendors will be required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as part of the proposal submission. You may access ORCA via the following URL: http://www.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. Potential Offerors will be responsible for downloading the solicitation and monitoring the website for amendments, if any, to the solicitation.
