The demolition contractor must be licensed for asbestos removal, or must partner with a licenses asbestos contractor. If asbestos abatement is a stand-alone contract and the contract is in excess of $2,000 Davis-Bacon is applicable to the abatement only. After the removal of the asbestos by the licensed asbestos contractor, the demolition contractor would complete demolition of the structure
