St. Paul: RFP-PED-CDBG-CONSULTANT SERVICES FOR DEMO ANNEX BUILDING. The City of St. Paul Office of Planning and Economic Development (PED) has received approval for CDBG (Community Development Block Grant – HUD) federal funding for the demolition of the PSA building and is seeking a design firm to develop plans for the demolition of the building and interim park improvements. The Parks and Recreation Department will provide the consultant with design direction for the preparation of plans for the interim improvements. These improvements will become part of the permanent future park space. This project will be completed in two phases in order to accommodate Federal Funding Requirements for spending: • Phase I - Demolish the Public Safety Annex building • Phase 2 - Stabilize the site to create an interim green space open to the public in 2023
