The USDA Forest Service, Cleveland National Forest, announces an opportunity for an abatement and demolition project. This project is wholly funded by the American Recovery and Reinvestment Act (ARRA). This acquisition is being advertised as FULL AND OPEN COMPETITION and any resultant firm-fixed price contract award will be issued pursuant to FAR Part 19, Subpart 19.10, Small Business Competitiveness Demonstration Program. In accordance with FAR Part 36.204(d), the estimated magnitude of construction is between $5,000,000 and $10,000,000. The estimated contract period of performance is 568 days after issuance of Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code is 238910. The Small Business Administration size standard is $14.0 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. The solicitation with supporting documents (if any) will be posted to the FedBizOpps website on or about June 21, 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. This work consists of furnishing all plant, labor, materials, equipment, transportation, permitting and supervision necessary to perform hazardous materials abatement, structural demolition, material segregation for recycling and disposal work for the former Mt. Laguna Air Force Base on the Cleveland National Forest. The entire scope of work for the decommissioning work at the former base is dependent upon an Architectural Heritage Evaluation of the buildings which is currently being conducted and is expected to be completed by July 15, 2010. If there are any special provisions or noteworthy items about the historic properties of the buildings, the mitigation will have to be completed prior to demolition work. The project site is located at the abandoned Laguna Mt. Air Force Base, in Laguna Mountain, California near San Diego, CA.
