$300 million for Mississippi contractors only. That's a big pie to split between so few contractors.

I went to an ACOE party last night for all the ACOE personnel and contractors that went down to LA for Katrina. It was a hoot!
About half of the people there were part of "Operation Dirty Bird". A cold storage building was full of 15 million pounds of chicken when the power went out. I have never smelled something so bad in my life. What they ended up doing was refreezing the chicken so they could haul it to a landfill.
But hauling wasn't an easy matter. The Mayor of one of the towns was miffed that he wasn't getting enough money from the State and the Feds so he ordered his Police Chief to stop and ticket every truck.

Here is one:

Contracts will be awarded as follows: Contract No. 1 in the amount of Not to Exceed (NTE) $150,000,000 will be unrestricted as to business size but restricted to Mississippi Contractors. Contract No. 2 in the amount of NTE $125,000,000 will be set-aside for certified Mississippi HUBZone contractors. Contract No. 3 in the amount of $25,000,00 0 will be set-aside for competition among Mississippi 8(a) contractors.

Congress just allocated $600 million for Mississippi and $700 million for Louisiania earmarked strictly for demolition and cleanup.
