The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. The solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site, http://ideassec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC web site. Proposal documents will be available in Microsoft Word, HTML, and/or Adobe PDF. Specifications will be available in Adobe PDF format; drawings will be available in PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at IDEAS Business Solutions. Proposed solicitation issue date is on/or about April 15, 2009. This is a competitive Small Business HUBZone Set-Aside for offerors that are both a small business and a HUBZone firm. NAICS Code: 236220, Size Standard $33.5 Million TITLE OF PROJECT: Rehabilitate Visitor Center Complex DESCRIPTION: This project consists of the complete renovation and rehabilitation of the Fort Raleigh National Historic Site (FORA) Visitor Center Complex consisting of the Outer Banks Group Administration Building, the Lost Colony Activities Building, and the Fort Raleigh Visitor Center. The Administration Building is approximately 9,505 square feet, the Visitor Center is 6,027 square feet and the Lost Colony Activities Building is 3,600 square feet.RENOVATION OF THE ADMINISTRATION BUILDING will consist of abatement of hazardous materials including vinyl asbestos tile (VAT) and asbestos-containing material (ACM) pipe insulation and piping, and polychlorinated biphenyls (PCB) fluorescent light ballasts; selective demolition of exterior walls and siding, interior plaster finishes and ceilings and tile; selective demolition of the mechanical and electrical systems; installation of new wall framing, and interior and exterior wall finishes; installation of all mechanical, plumbing, electrical, and fire protection systems.RENOVATION OF THE VISITOR CENTER will consist of selective demolition of exterior siding, interior wall tile and ceiling plaster finishes; demolition of the mechanical system, including removal of the chiller, controls, pump, duct insulation, boiler, flue, and piping; selective demolition of the electrical system; installation of new wall framing, and exterior and interior wall finishes; installation of all mechanical, plumbing, electrical, and fire protection systems.RENOVATION OF THE LOST COLONY BUILDING VISITOR CENTER will consist of selective demolition of interior walls and tile, and ceiling plaster finishes; selective demolition of the electrical system; installation of new wall framing and interior wall finishes; installation of new storefront; and installation of all mechanical, plumbing, electrical, and fire protection systems.SITE WORK will consist of installation of the Geothermal wells and piping for the HVAC system; installation of site utilities; installation of handicap ramps; repair and replanting of landscaping and incidental relocation and rehabilitation of staff offices or facilities including electrical and LAN cabling and lighting. Options may include increased quantities or areas of the above work and the installaton of a lightning protection system for the Visitor Center and a roof replacement for the adjacent Comfort Station.All work will be performed under a single contract. TYPE OF ACQUISITION: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability, past performance and price to determine the best value (trade-off process) to the government.CONSTRUCTION PRICE RANGE for this project is estimated to be in the range of $5,000,000 to $10,000,000. Time for completion will be approximately 365 calendar days. It is anticipated that the notice to proceed will be issued in August 2009, with an expected completion date of August 2010. Proposal receipt date is approximate; the actual date will be established at the time proposal documents are available. Offers will be considered from all responsible and responsive small business, HUBZone offerors.
