The intent of this pre-solicitation notice is to identify potential bidders to provide demolition of various buildings at Pachino, Naval Air Station I and II, Sigonella, Sicily, Italy by means of a firm fixed price service contract. The North American Industry Classification System (NAICS) code is 238910. Contractors will be required to be certified in compliance with the Societa Orgainis d Attestazione (SOA) and provide proof of the certification with the submission of the firms offer. The overall classification is as follows: Prevailing category OS23, Class II. Estimated cost: $250,000 to $500,000 or ?197,625 to ?395,250. This is a new procurement. It does not replace an existing contract. No information exists on prior contract. The project will be solicited as an Invitation for Bid (IFB). The project includes a Base Bid and two Option Items. The anticipated requirement is for demolition of various buildings including removal of Structural components: remove completely to the existing subgrade, including foundations; utilities, portable water, waste water, fire suppression, electrical, heating and ventilation, fuel systems concrete pads, curbs and side walks, external concrete paving. All utilities shall be removed completely, including the fuel storage tanks, supply lines, pumps and pits. The intent of the work is to provide for the complete demolition of the work and leaving the site area backfilled, compacted and seeded. Utilities shall be secured and removed to a logical termination point. Fuel storage and supply system shall be removed completely, including all fuel storage tanks, simply lines, pumps and any contaminated media created from fuel system deposit. The anticipated Base Bid includes Bldg 910, 958, 959, 961, 962, 963, 953, 964, 236 and 408 and the anticipated contract duration is 240 calendar days from award. Bldg 910 is an abandoned two-story concrete/block building and has a footprint of approximately 235 square meters. Following demolition, the site shall be returned to a natural, grassed condition. Bldg 953 includes an 8000 liter underground storage tank, concrete containment basin, associated fuel piping and a footprint of approximately 100 square meters. Following demolition, the site shall be returned to a natural, grassed condition. Bldg 958 is a concrete / steel tower structure that was constructed in 1991 has a footprint of approximately 22 square meters and a height of approximately 9.7 meters. Following demolition, the site shall be returned to a natural, grassed condition. Bldg 959 is a reinforced concrete pad constructed in 1991. Following demolition, the site shall be returned to a natural, grassed condition. Bldg 961 is a concrete/steel tower structure with wooden siding that was constructed in 1991. Following demolition, the site shall be returned to a natural, grassed condition. Bldg 962 is one of two connected concrete/steel tower structures constructed in 1985 and has an overall footprint of approximately 105 square meters and a height of approximately 15.5 meters. Following demolition, the site shall be returned to a natural, grassed condition. Bldg 963 is a concrete slab and some electrical equipment constructed in approximately 1985 and has a footprint of approximately 30 square meters. Following demolition, the site shall be returned to a natural, grassed condition. Bldg 964 is one of two connected concrete/steel tower structures and was constructed in 1991 and has an overall footprint of approximately 22 square meters and a height of approximately 15.5 meters. Following demolition, the site shall be returned to a natural, grassed condition. Bldg 236 is a one-st! ory wooden building and has an overall footprint of approximately 200 square meters. Following demolition, the site shall be returned to a natural, grassed condition. Bldg 408 is a one-story reinforced concrete building and has an overall footprint of 140 square meters. Work for this structure may include asbestos containing materials. Following demolition, the site shall be returned to a grassed condition. The anticipated Option Item 1 includes Bldg 477, 478, 617 and 648 and the anticipated contract duration is 180 calendar days from award. This option will require the work to be executed in phases. Bldg 477 is a one story concrete/block office building and has an overall footprint of approximately 360 square meters. Following demolition, the site shall be returned to a landscaped condition. Bldg 478 is a one story pre-fabricated metal office building and has an overall footprint of approximately 400 square meters. Following demolition, the site shall be incorporated into the surrounding parking area. Bldg 617 is a one story pre-fabricated metal office building and has an overall footprint of approximately 365 square meters. Following demolition, the site shall be incorporated into the surrounding parking area. BLDG 648 is a one-story pre-fabricated metal office building and has an overall footprint of approximately 1024 square meters. Following demolition, the site shall b! e returned to a landscaped condition. The anticipated Option Item 2 includes Bldg 532 and the anticipated contract duration is 180 calendar days from award. Bldg. 532 is a six story concrete, block, steel building and has an overall footprint of approximately 1000 square meters, approximately 6000 square meters of heated space, and is approximately 20 meters in height. Following demolition, the site shall be returned to a landscaped condition. Bidders are advised that the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). In addition, the Government reserves the right to exercise individual option items within 365 calendar days. Bidders can view and/or download the solicitation via the European Navy Electronic Commerce Online (EuroNECO) website at https://euro.neco.navy.mil when it becomes available. No notice of solicitation activity will be provided to interested bidders. The solicitation is expected to be posted on February 5, 2009. Bids are expected to be due on March 9, 2009 at 14:00 P.M. (CET). All dates are tentative and are subject to change. Registration for this solicitation is recommended. However registration does not release bidders from the responsibility of checking the solicitation daily for any amendments or other information pertaining to this solicitation. This is an internet only solicitation so paper copies will not be provided.
