The Federal Aviation Administration (FAA), New England Region, intends to pre-qualify contractors interested in receiving a Request for Offer (RFO) for all work associated with the demolition and asbestos removal in the Automation Wing 2nd floor and the attic space at the Boston Air Route Traffic Control Center (ARTCC) located at 35 Northeastern Blvd., Nashua, New Hampshire. The work shall include, but is not limited to: the abatement of hazardous materials on 2nd floor and in the attic. A.The known hazardous materials are the following: 1.The materials that include asbestos are carpet mastic, floor tile and mastic, spray on fireproofing, mechanical insulation, ceiling tiles, ceilings that are constructed of drywall and plaster/skimcoat, fire door insulation, mechanical piping & ducting insulation and ducts, and mechanical units.2. The materials that contain lead are paint on steel structures.3. The materials the contain PCB's are the light fixtures. B.The removal of existing finishes and walls.C.The removal of mechanical systems (air handling units and associated ductwork, piping, controls and exhaust fans, plumbing fixtures and associated piping, fire sprinkler piping)D.The removal of electrical systems (lighting, power, public address system, LAN, telephone and fire detection). The successful offeror must be able to complete 25% of the asbestos abatement work using its own resources. The total performance time is 248 calendar days after receipt of the Notice to Proceed. The estimated construction range is between $500,000,000 and $1,500,000. The North American Industrial Classification Standard is 562910. Contractors who request to be pre-qualified will receive a Screening Information Request (SIR). Pre-qualification will be based on asbestos experience as a prime or general contractor on projects of similar size and scope, past performance, management and field staffing experience and company resources. The FAA will be pre-qualifing Prime or General Contractors only. Contractors who pre-qualify will be eligible to receive a Request for Offer. The FAA will not provide additional sets of plans and specification to the pre-qualified contractor or others who request plans and specifications. Request to prequalify will be accepted until Tuesday January 20, 2009 at 4:00 p.m. local time. A SIR will be issued on or about January 21, 2009 and must be returned no later than 2:00 p.m. local time, Tuesday February 3, 2009. SUBMITTALS RECEIVED AFTER THIS DATE WILL NOT BE CONSIDERED.
