The Veterans Integrated Service Network #04 (VISN04) Logistics Office (529/ Bldg #1/Rm. 333W), located at 325 New Castle Road, Butler, PA 16001-2480 is soliciting for a Service Disabled Veteran Owned Small Business Invitation for Bid (IFB) for the project Demolish Building 32,68,69,76,77,78,and 116. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for DEMOLITION OF BUILDINGS 32,68,69,76,77,78,and 116 projects as indicated in drawings and specifications for project 529-09-113. A.Item 1. Base Bid: Work areas #1, #2, and #3 includes but is not limited to: excavation, asbestos abatement, general demolition, cutting and capping utilities, demolishing and removal of utilities as specified, mechanical and electrical terminating and rerouting, demolition and removal of buildings, shrubs and vegetation, foundations, footings, backfilling, grading and compacting all excavations, spreading topsoil. Grass seed will be specified by the Project Manager. Demolition includes: Work area #1, Buildings: #32 (approx) 7200 sq. ft., Building #76 (approx) 2000 sq. ft., Building #77 (approx) 1000 sq ft. per floor, full foundation is 12" thick concrete construction. Building #116 Swimming Pool is 12" thick concrete construction (see drawing details for pool bottom profile). Retaining walls, associated utilities, foundations, footings, concrete walkways and steps, building contents, street lights, wooden electric/light poles, cut and remove asphalt per drawing, demolish and replace road concrete curbing per drawing. Demolish, and cap, all associated utilities as required. In areas of work north and west of roadways, cut elevated areas down, working westward as required to achieve a gradual plane of transition to lower elevations along the west side of work area per drawing notes and details. Work Area #2 Building #78 (approx) 7500 sq. ft. Two Story Building: Demolish structure, remove, cap, and isolate all associated utilities as required. Remove sidewalks and repair sidewalks as required. Saw cut asphalt as required to address parking area. Work Area #3 Building #68 (approx) 5000 sq. ft. Building #69 (approx) 5000 sq. ft. Demolish structures, remove, cap and isolate all associated utilities as required. Remove sidewalks. The demolition of building #69 shall not commence until after October 1, 2010. NOTE: The preceding square footages are approximate; contractors shall verify at the Pre Bid meeting and walk through. Buildings #32 and #78 are not safe for entry. Asbestos abatement in Building #32 shall be done concurrently with demolition. Building #79 will require temporary plywood sheeting over compromised first floor openings to aid in the abatement process. VA Project manager and safety officer shall review all request prior to an authorized entry. B. Item 2. Alternate No.1: Same as Base Bid, except delete work area #3 C. Item 3 Alternate No.2: Same as base bid, except delete work area #2 and #3. D. Electrical work shall require power to be shutdown or disconnected per NEC regulations. Electrical shutdowns may need to be scheduled outside of normal working hours, as determined by the Project Manager. E.Signal/phone-This item will be disconnected by the VA. F.Sewer-Cut and cap outflow from all buildings at the main sewer line. Minimum depth of cap will be determined by the project manager. G.Contractor shall fence area, before existing security measures are permanently breached. Street lights that are removed shall be turned over to the VA. The contractor is responsible to remove any and all items containing asbestos by approved means. Confined spaces will be considered confined hazardous spaces due to asbestos. All appropriate codes and regulations shall be followed when performing work in these areas. Contractor is responsible for maintaining one lane of traffic at all times and is to supply all necessary labor, materials, and supervision for continual traffic flow. Contractor shall mechanically rake the top six inches of soil to screen rocks and debris. Project Manager to approve final grade prior to seeding. All demolition materials shall be disposed of offsite. Borrow fill shall be supplied as required at contractors expense. H.COMPLETION TIME: Completion times are as follows Item 1Base Bid: 240 Calendar days Item 2 Alternate 1 180 Calendar days Items 3 Alternate 2 150 Calendar days The NAICS code for this project is 238910. Size Standard is $13 million dollars with a firm Fixed Price contract being anticipated. Pre-bid conference will be held on 03/03/2010, at 10:00AM, EST at the VA Medical Center, 325 New Castle Road, Butler, PA 16001-2480 in the main auditorium in Bldg. #1.
