The U.S. Army Corps of Engineers, St. Paul District Contracting Division, is requesting Statements of Capability from interested parties for Debris removal efforts in the states of Minnesota, North Dakota, Wisconsin, South Dakota and Iowa from qualified businesses, including but not limited to, qualified 8(a) certified businesses, certified HUBZone businesses, and service-disabled veteran-owned small businesses, that can quickly respond to natural and man-made disasters. This is not a request for proposals, but instead a market research method to determine interested sources prior to a solicitation. The purpose of this Sources Sought Notice is to obtain an indication of interest of businesses and obtain voluntary limited capability information of those interested sources. Contractors shall provide equipment, operators, and laborers for debris removal operations which include, but is not limited to, segregation, removal, hauling, disposal, and structural demolition on public, commercial, or private property as specified by the Government. Debris is defined as materials originating from the effects of any natural or man-made catastrophe or major disaster. Materials included are both man-made and natural origins, and may include hazardous/toxic/radiological wastes (HTRW). Examples of man-made materials include lumber, concrete, asphalt, metals, and plastics. Examples of natural origin materials include clay, sand, gravel, rock, grass and trees. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for the information they provide. If you are an interested small business, companies must provide evidence of their capability to perform the contract, and a positive statement of their eligibility. All interested companies are invited to submit a Statement of Capability consisting of appropriate documentation, literature and brochures and should include (1) Firm name, address, telephone and fax numbers. (2) Past experience with removal, reduction, and disposal operations. (3) Letter from bonding agency indicating your performance and payment bond capacity. (4) List of existing teaming agreements in place with other businesses. (5) Past performance information on Government contracts of similar size and scope. Responses must be limited to no more than 10 pages. Submission of a Statement of Capabilities is not a prerequisite to any potential future offerings, but participation will assist the U.S. Army Corps of Engineers, St. Paul District, in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No requests for capability briefings will be honored as a result of this notice. Respondents will not be notified of the results of the evaluation. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Statements of Capability that do not meet all requirements or submitted within the allotted time will not be considered. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Electronic submissions will be accepted. Telephonic requests will not be honored. Contractors must be registered with the Central Contractor Registration (Central Contractor Registration (CCR)) to be eligible for contract award or payment from any DOD activity. Registration requires applicants to have a DUNS number from Dun & Bradstreet.
