Mountain Village and Pilot Station: 2019 Demolition Project Mountain Village and Pilot Station, AK.The Project comprises: demolition and disposal of three Old Bureau of Indian Affairs (BIA) buildings and all materials within the buildings located in Mountain Village; cleaning, demolition, and disposal of two fuel tanks and nine drums at two locations in Mountain Village near the LYSD headquarters; cleaning, demolition, and disposal of five fuel tanks and two drums at two locations in Pilot Station (high school site and Old BIA site); The project also includes independent third-party air monitoring and testing for asbestos and lead as may be required in accordance with Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) requirements; utility capping; abatement and disposal of asbestos containing materials (ACM), lead based paint (LBP), and other hazardous materials. Remove one (1) each 250-gallon fuel tanks from inside Building 6 generator room, and two (2) each 250-gallon fuel tanks from the exterior of Building 5. Dispose of any remaining fuel from the 250-gallon tanks and provide the tanks to LYSD for future use. The Contractor must dispose of all demolished building debris including ACM, Non-ACM, LBP, fuel oil and paints and any other hazardous materials at facilities licensed to dispose of the waste. The Contractor will grade the site after demolition to fill any depressions and provide positive drainage and match to surrounding grade. The Contractor will perform all aspects of the project in compliance with all EPA, Alaska Department of Environmental Conservation (ADEC), OSHA, and other applicable health and safety or environmental regulations; and submit all required deliverables in accordance with the documents below including the scope of work. All workers who work disturbing, handling, and disposing of ACM on the project are required to be certified asbestos abatement workers. Old BIA Buildings 3 and 5 are unstable and are a safety concern in Mountain Village and must be demolished and staged on the property within a secure fenced area by October 31, 2019 pending final shipment and disposal prior to the end of the project. The Contractor that is awarded the project will be responsible for printing all documents necessary for performing the work. Wage rate requirements paid shall not be less than State of Alaska Laborers'' and Mechanics'' Minimum Rates of Pay. (Title 36). Bonds: In addition to the Bid Bond required with Bid, Performance Bond, Labor and Material Payment Bonds in the amount of 100% of the Contract Amount will be required of the successful bidder. Additional requirements of this Bid include: All workers who work disturbing, handling, and disposing of ACM on the project are required to be certified asbestos abatement workers. Solicitation of Bids, award of bids, bid protest of qualified bidders and award of contract will be conducted in accordance with 02 AAC 12. Bid protest may be filed within 10 days after notice of intent to award is issued.
