Looks like it's not going to be an implosion at all:

On Wednesday a fence will be erected around a five acre site in Uptown around the future site of the NASCAR Hall of Fame.

Demolition crews will begin tearing down the old Charlotte Mecklenburg Risk Management building and several parking lots on that site.

Demolition will take all week. A groundbreaking for the building is expected this spring.

Just a guess, the former Duke Power building, but I can't find a photo of it on the net. Address is Second and College.
