If there is a loop hole for the officials to save $250,000 no question it should be done, thats if there are spending there own money, it's the governments money so who cares. This happens all over the country. I dont blame New York Demo company for making a fuss. Good Luck

I would send complete information AND the specific code which allows the waiver to the City Attorney and the State DA Office. Purchasing agents are paranoid, and in most instances justly so.
