I always have ambivalent feelings when new construction has to go. One one hand its a terrible waste of resources but on the other hand work is work!
I remember doing a project for a power company that was in a similar vein. I had to demo new nuclear "engines" that had lain in a field for 15 years because the plant never got expanded past the first construction phase.
And we wonder why our utility bills are so high!

Well when he got to the site it was all new construction and he asked the contractor where the plant to be torn down is and the guy states its right here.
