Oregon company fined for releasing friable asbestos

Cascade Paving Inc., of Salem, Oregon, and the Oregon Employees Federal Credit Union have been fined $48,000 for asbestos-related violations that took place during the September 2010 demolition of a 90-year-old home belonging to the credit union.

Asbestos containing material from the site was ground up, resulting in neighboring buildings and vehicles being coated in asbestos dust.

In order to conduct any type of asbestos abatement, a contractor must first be trained and licensed, Cascade Paving holds no such license and is not qualified for this type of work. An Oregon Department of Environmental Quality (DEQ) inspection found that the debris run through the grinder contained asbestos-containing sheet vinyl flooring. Asbestos-containing heat duct insulation, vinyl floor tile, sheet vinyl flooring, and roof tar adhesive were openly piled at the site. The DEQ later went on to discover that Cascade also transported this unpackaged debris to the Riverbend Landfill, which is not authorized to accept asbestos-containing waste.
