I wouldn't call it tabloid reporting, the operator could have easily been killed. I'll try to get clearer video tonight.
DESCRIPTION OF THE INCIDENT:
On 2/17/2010 an asbestos abatement contractor (M&O) employee, was transporting a18-20 foot JLG man-lift across the Power and Fuel / Lake Front railroad crossing, en-route to the Coke Plant Coal Handling Lube Room to work on a overhead piping job. The man-lift was heading north with the basket trailing the motor end of the lift. Co-workers were trailing the man-lift in a van to their designated work location. The man-lift operator was wearing a full body harness with the proper adjustable lanyard. The 6 foot lanyard was adjusted to 68 inches with the basket

Demo InfoVideo was from a plant security camera and the quality is poor, but it shows what can happen and how quick it can happen. Operator was not injured badly, he was harnessed in. Speed was excessive.
Where's the high reach? This is tabloid reporting. Dog eats man!!!! Dog ok...
WTF? Just a man-lift going over a set of railroad tracks...
