Scofield Dam Spillway Modifications

The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for construction services at the Scofield Dam, Price, Utah. This requirement is being procured in accordance with Subpart 14 of the Federal Acquisition Regulation under full and open competition. The Bureau of Reclamation intends to issue an Invitation for Bid for this requirement. The contract will be a firm, fixed-price contract. The work is located approximately 36 miles NW of Price, Utah in Carbon County. From Price, Utah take U.S. Highway 6 northwest to Utah State Highway 96. Follow Highway 96 to the project location. The major portion of the work consists of demolition of the existing concrete spillway and a portion of the stilling basin and replacing with new reinforced cast in place concrete. Associated with this work will be excavation, operation of a dewatering and unwatering system, and compacted backfill behind the new structure. The major components of the dewatering system, including a sedimentation basin to control water quality, will be installed by others prior to the start of the contract. The work also includes the demolition and replacement of the existing highway bridge that spans the spillway. The existing reinforced concrete bridge will be replaced with a new pre-cast concrete structure which will be founded on the walls of the new spillway chute. As part of this work, a temporary detour road will be constructed on the upstream side of the dam adjacent to the spillway mouth. An additional item of work includes the demolition and replacement of the existing gate house located on the upstream crest of the dam. This corrugated metal structure will be replaced with a reinforced concrete building and a new paved parking area. In order to accomplish the work, Reclamation has placed a water storage limit on Scofield Reservoir. The contractor will be required to adhere to a strict construction schedule and completion milestones in order to complete the project within the given timeframes to prevent further water restrictions. The work shall be completed by December 2007. The estimated price range for this requirement is more than $10,000,000.00. The North American Industry Classification System (NAICS) Code is 238110. A Bid Bond along with Performance and Payment Bonds will be required. There will be a site tour scheduled (date, time, and location will be provided in the solicitation).
