Description of Requirement: This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via FedBizOpps (http://www.fbo.gov) in the near future detailing requirements for a service requirement entitled: Asbestos Abatement at Lower Granite Dam's Unit 3. This work includes removal and disposal of asbestos-containing materials (ACM) from generator unit 3 at Lower Granite Dam located near Pomeroy, Washington. There are two main time periods for performance of this work. The first period of performance must occur prior to 30 March 2010. The second period of performance must occur during the 2 July through 30 September 2010 time period. During the spring months of April, May and June, all turbine units at Lower Granite must remain available for operation to pass water from the spring runoff. First performance period: The Government plans to take the Turbine Unit 3 out of service to allow a wipe down and cleaning of the generator. The Turbine Unit will remain assembled during this first performance period. Second performance period: The Government will be issuing a separate contract for a generator stator winding installation of Turbine Unit 3. The selected winding installation contractor will disassemble Turbine Unit 3, removing the turbine generator rotor and placing it on a pedestal within the dam. It is anticipated that the rotor may be contaminated with brake dust containing asbestos and will need to be cleaned. Additionally, the stator bars may be wrapped with an armor tape which may be an asbestos containing material. If so, the stator bars will need to be removed for disposal. Quantities of asbestos are not yet determined however asbestos was recently removed from Generator 1 & 2 in the stator bar armor tape, rotor pole field coil insulation and in brake dust. It is anticipated there will be similar findings in Main Unit 3. The majority of the work however will constitute removal of Asbestos Contaminated Dust from the Generator Housing and Components. This dust contains less than 1% asbestos and thus is non-regulated asbestos. The Government wants the contractor to treat this material as an asbestos containing material and to abide by the appropriate Federal and State Asbestos Regulations. In addition, this work includes the incidental procedures and equipment required preventing the airborne release of, and protecting workers and occupants of the buildings and/or areas from contact with, asbestos fibers. During the performance of the contract, the laws, ordinances, rules, and regulations of Federal, State, Regional, and local authorities shall be complied with regarding the removal, storage, transportation, and disposal of asbestos-containing materials. Where the requirements of these specifications and Federal, State, Regional or local regulations vary, the most stringent requirements shall be enforced. Site visit: a site visit will be offered approximately 10 days after the solicitation is made available to bidders. The solicitation will include details regarding the site visit. Other information: The solicitation will be posted to the Federal Business Opportunities web site (http://www.fbo.gov) when released. Quotes/Proposals will be due approximately 3 weeks after the actual solicitation issuance date. This is scheduled to be issued as a Labor Hours (Time and Materials) contract. This announcement is for information and planning purposes only. Set-aside status: The solicitation is scheduled to be issued as a 100% Small Business set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). The North American Industry Classification System code for this requirement is 562910 size standard: $14 Million average annual income. Place of Contract Performance: Lower Granite Dam, 885 Almota Ferry Road, Pomeroy, WA 99347-9632 Conducting Business with the Government: In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at http://www.ccr.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA), which requires CCR registration including an MPIN number. Instructions may be obtained and required information may be entered at http://orca.bpn.gov. If you are not ORCA registered, you will need to complete and provide paragraphs (B) through (I) of provision 52.213-3 in the solicitation.
